During the presidency of George Bush (1989-93), the proliferation of nuclear chemical and biological weapons, and the ballistic missiles capable of delivering them, rose greatly in significance as issues on the American security agenda. In the missile field, this became evident by the efforts of certain elements in the executive branch and several congressmen to improve domestic and international implementation of the Missile Technology Control Regime. WYN Q. BOWEN has been a Lecturer in the Department of War Studies, King's College, London, since 1997. Previously he was a Senior Research Associate on the Monitoring Proliferation Threats Project, Center for Nonproliferation Studies, Monterey Institute of International Studies, California. In 1997 and 1998 he took part in a total of three ballistic missile inspections in Iraq with the United Nations Special Commission (UNSCOM). He is the co-author (with David H.Dunn) of Beyond Containment: US Security Policy in the 1990s.
